Tazzari Zero in US a NEV only?

According www.verdek-ev.com, the main distrubutor in the US, this car is only allowed to go 25mph, while in Europe it has no restrictions and can even use highways/motorways. On their facebook site it says: "ZERO passed all tests and it is ready for deliveries..." Why is such a vehicle only available as a NEV in the US? What are the main stumbling blocks for such restrictions?

The issue is that the Tazzari is not technically classed as a car. Here in Europe, its a quadricycle. For sure, its a good looking quadricycle, but it is a quadricycle nevertheless.

'Quadricycles' in Europe are low powered cars with a maximum power output of 18kW. Top speed is not restricted, other than by the maximum power of the motor. Most quadricycles are diesel powered and they are very popular in some European countries as they can be driven either on just a motorcycle licence, or in some cases, without any licence at all. Quadricycles do not have to undergo crash testing and do not have to conform to the same safety standards as a normal car.

Quite simply, the Tazzari cannot pass the safety legislation required to be classified as a car in North America (and neither can it in Europe) and as a consequence, it can only be sold as an NEV in North America and as a quadricycle in Europe.
