Why is the Tesla Model S built in California and not like previously announced in New Mexico?

The official word from Tesla Motors:

The factory will be in San Francisco's Bay Area and have capacity to make as many as 20,000 cars a year, Darryl Siry, vice president of sales and marketing, said in an interview. The location and final investment amount haven't been determined, he said.

Incentives offered by California and a desire to stay close to suppliers prompted Tesla to choose its home state for production of the White Star model, Siry said. Tesla had said in February 2007 it would make the sedan at a $35 million factory in Albuquerque, New Mexico.

"New Mexico made an excellent offer, but California's was better," he said. "When push comes to shove, the primary thing that's driving us on this project is proximity to suppliers."

But New Mexico Business Weekly offered a different take on the subject:

In his blog on the Tesla Web site, Tesla President and CEO Ze'ev Drori said he had thoroughly reviewed the car's operational and logistical elements since taking over the job early this year.

"One of the key conclusions was to challenge the merits of locating the plant and the program so far from our R&D and engineering teams in the Bay Area," Drori wrote.

Ultimately, he said, the plant will be located "as close to our headquarters as possible."

Tesla Chairman Elon Musk wrote in an e-mail to the San Francisco Business Times that the factory will be in the San Francisco Bay Area.

"One of the mistakes that Tesla made early on was being too spread out around the world," Musk wrote.
