According evfinder.com, the ZAP Xebra has is now certified for driving on roads in the UK. It is not known yet if sales have started.... ecocarforum.com - Green Car Network

From a Wired article which appeared awhile back, it appears that Zap was once a high-quality electric scooter company which unfortunately has been taken over by a scammer. The company has greatly lowered the quality of its scooters, and now generates most of its income by convincing people to invest large amounts of money in dealerships, most of which have turned out to be worthless. There may or may not be anything wrong with the quality of the Xebra. But either way, I would be *very* leery of buying anything from this company.
